In 2022, the sales volume of the new electric vehicle market in Russia was 2,998 units, a year-on-year increase of 33%. By the end of 2022, the Russian Federation had imported 3,479 new electric vehicles, an increase of 24% over 2021. More than half (53%) of new electric car imports fell on Tesla and Volkswagen products (1,127 and 719 units, respectively).

Despite the rapid growth of electric vehicle sales in Russia, the market is still small in absolute terms compared to countries such as Europe, China or the United States. However, Russian authorities are working to close this gap by 2022. Thus, by 2030, the Russian Ministry of Economic Development plans to spend more than 400 billion rubles on the development of electric mobility in Russia. The plan, including the assumption that there will be 20,000 charging stations across the country by 2023, and their number will reach 150,000 in another six years. The authorities expect that electric vehicles will account for up to 15% of the Russian car market by then.
2. Russian new energy electric vehicle market policy
The Ministry of Industry and Trade launches preferential car loans for the purchase of electric vehicles, enjoying a 35% discount.

Under state-backed loans, electric vehicles can be purchased with an increased discount of 35%, but not more than 925,000 rubles. By mid-July 2022, the measure will apply only to the Evolute brand (a localized version of China's Dongfeng), which will go into production in September 2022, when the first cars will be available for sale.
The Ministry of Industry and Trade has introduced a 35% discount on preferential car loans for the purchase of electric vehicles. The Ministry of Industry and Trade expects that by the end of 2022, the preferential sales of cars under the demand stimulus program will reach at least 50,000 units, and the preferential leasing car sales will reach at least 25,700 units. The Russian government has allocated 2.6 billion rubles for discounts on the purchase of electric vehicles. When asked if they would buy an electric car for themselves, only 30% of respondents answered. Tesla is expected to become the most famous electric car brand - 72% of respondents know it, although according to the sales results in Russia in 2021, the most popular electric car is the Porsche Taycan.
Nissan Leaf accounts for 74% of electric car sales in Russia In the nine months of 2021, sales of new electric cars in Russia increased fivefold compared to the same period last year. Experts call Nissan Leaf the most popular electric car among Russians, accounting for 74% of all sales. Tesla Motors rose 11%, and another 15% came from other automakers. The Far East became the leader in electric vehicle sales in Russia. In January-May 2021, more than 20% of all electric vehicles delivered to the Russian market were sold in the Russian Far East.

Bloomberg explained the popularity of electric vehicles in the Far East because the region is far from western Russia but close to Asia, so local residents have access to cheap second-hand electric vehicles from Japan. For example, a second-hand Nissan Leaf released from 2011 to 2013 costs 400,000 to 600,000 rubles.
More than 20% of electric vehicles delivered to the Russian market are sold in the Far East, and according to Vygon Consulting, owning a Nissan Leaf electric vehicle in the region can save owners 40,000 to 50,000 rubles per year compared to a Lada Granta.
